TOUCH (Tackling outcome-based finance challenges a replication model for social economy)
Outcome-based finance is a powerful tool for addressing societal challenges while enhancing financial accessibility for social enterprises. While feasibility studies on impact bonds in healthcare and prisoner rehabilitation have demonstrated potential, Italy has yet to establish successful cases in this field.
TOUCH Project aims to change that. This project focuses on structuring an outcome fund in the Piedmont Region, with plans for replication across Italy and the Baltic countries. By leveraging insights from previous initiatives and collaborating with international partners, the project integrates a European perspective and best practices to maximize impact.
Objectives:

Develop and implement an outcome fund in the Piedmont Region.

Support work integration and skills development for NEET individuals (Not in Education, Employment, or Training), with a particular focus on women and migrants.

Engage key stakeholders—including public and private outcome payers, social economy actors, and impact investors—to establish sustainable financing mechanisms.

Position Italy as a leader and advocate in outcome-based social finance, driving systemic change.

Engaging local stakeholders to design a structured outcome fund.

Establishing outcome-based contracts that connect funders, service providers, and investors.

Conducting research and sharing best practices at a European level.

Building a replicable model for future adoption in other regions.
With strong local interest and backing, TOUCH represents a turning point for Italy, laying the groundwork for a sustainable and impactful outcome-based social finance ecosystem.
By uniting expertise and innovation, TOUCH is set to pioneer a new era of social finance in Italy and beyond.
